What we know about her is that she refers to the Doctor as her "boyfriend," and she brings dead people to a garden like place very similar to the garden in the Girl Who Waited. Here's my response to all the theories: Susan Foreman - No. She's his granddaughter. She would never call the Doctor her boyfriend. The Woman (from End of Time) - Although it was heavily implied that she was the Doctor's mother, she could be Susan, Romana, or the Doctor's original wife. Basically, for as long as who the Woman is is a mystery, we can't say she can be Missy. Rani - I haven't watched all the classic episodes, but by seeing the descriptions of her, her personality would have to change DRASTICALLY to fit the role of Missy. I personally don't think Missy seems that uncaring.
